According to auditors quoted in <a href=\"https:\/\/www.westhawaiitoday.com\/2019\/01\/08\/hawaii-news\/dlnr-funds-mishandled-audit-finds\/\">West Hawaii News<\/a>: Chair Case's DLNR is guilty of \"poor oversight, budget shortfalls, inappropriate spending, lapsed funding and the department\u2019s failure to adopt a strategic plan \u2014 a requirement of state law since 2006 \u2014 to guide the agency and its board in making decisions.\"<\/span><\/p>\n<p><span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\">Chair Case has now gone so far as to <a href=\"https:\/\/hawaiioceannews.com\/index.php\/2019\/03\/04\/dlnr_chair_lies_to_senate\/\">lie to a Senate Ways and Means committee<\/a> about why she is asking for an increase in liveaboard fees, on top of the above-mentioned fee demands.\u00a0 Meanwhile, Underwood has been <a href=\"https:\/\/hawaiioceannews.com\/index.php\/2019\/01\/09\/hawaii_ocean_news_investigation_outs_dobor\/\">openly trying to deflect<\/a> the public away from inquiry and testimony about the poorly-thought-through fee increase idea by lying, and whatever other means possible, none of which being preoccupied by Sunshine law constraints.\u00a0 Underwood is also being acused of <a href=\"https:\/\/hawaiioceannews.com\/index.php\/2019\/03\/06\/wheres_the_money\/\">smoke-screening the public<\/a> while he continues to pursue negotiations with private corporations who would love to get their hands on properties like the Ala\u00a0 Wai for their own, for profit, money-making schemes.<br \/>\n<\/span><\/p>\n<p><span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\">This public testimony (below), recently submitted to the DLNR in response to their request for public testimony regarding the fee increase proposal (\u00a713-234), discuses the reason why funds mismanagement can lead to unwarranted fee increase burdens on the public:<\/span><\/p>\n<p><span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\"><strong><em>\u00a0<\/em><\/strong><\/span><\/p>\n<p><span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\"><strong><em>Public Testimony<\/em><br \/>\n<\/strong><span style=\"font-size: 12pt;\">From: Bruce B., Honolulu<\/span><\/span><br \/>\n<span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\"><strong><em>Subject: Chapter 13-234, Hawaii Administrative Rules<\/em><\/strong><\/span><\/p>\n<p dir=\"LTR\"><span lang=\"en-us\" style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\"><em><strong>The DLNR's own accounting<\/strong><\/em> shows that there is no need for a rate increase at the Ala Wai Small Boat Harbor.\u00a0 Rather, several underway projects - 800 row and 600 row repairs - need to be completed bringing 70+ additional slips online.\u00a0 The additional slips will provide mooring revenues and parking revenues.<\/span><\/p>\n<p dir=\"LTR\"><span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\"><span lang=\"en-us\">I have read all the materials I could find regarding the proposed rate increases relative to the Ala Wai Small Boat Harbor.\u00a0 It's a non-trivial list.\u00a0 I only learned of the webpage containing said information because another Ala Wai resident pointed it out to me on<\/span><i><\/i><span lang=\"en-us\"><i> November 21, 2018<\/i><\/span><span lang=\"en-us\">.\u00a0 <\/span><\/span><\/p>\n<p dir=\"LTR\"><span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\"><span lang=\"en-us\">The official notice was taped to the counter at the Harbor office.\u00a0\u00a0<\/span><span lang=\"en-us\"> Only one of the office staff even knew of this announcement's existence.\u00a0<\/span><span lang=\"en-us\"><i> Since DLNR sends each tenant a bill every month, how hard would it be to include important information in that mailing?<\/i><\/span><\/span><\/p>\n<p dir=\"LTR\"><span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\"><span lang=\"en-us\"> In addition to income figures, the<\/span> <a href=\"https:\/\/dlnr.hawaii.gov\/dobor\/files\/2018\/10\/2-Revenues-and-Expenses.pdf\"><span lang=\"en-us\"><u>revenues and expenses by harbor<\/u><\/span><\/a><span lang=\"en-us\"> document includes expenditures, again broken out by harbor.\u00a0 I call your attention to pages 4, 18, and 30 of 38 pages of the<\/span><i><\/i><span lang=\"en-us\"><i> revenues and expenses by harbor<\/i><\/span><span lang=\"en-us\"> document.\u00a0 The line labeled<\/span><i><\/i><span lang=\"en-us\"><i> Net Income (Loss)<\/i><\/span><span lang=\"en-us\"> near the bottom of each page shows clearly that the only harbor on Oahu that shows a positive net income figure for Fiscal Years 2016 through 2018 is the Ala Wai SBH ( 2,758,084.92;\u00a0 1,540,854.18; and\u00a0 555,261.00 respectively ).<\/span><\/span><\/p>\n<p><span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\"><span lang=\"en-us\">These positive<\/span><span lang=\"en-us\"><i> Net Income (Loss)<\/i><\/span><span lang=\"en-us\"> figures are achieved despite 67 Tahiti Moor slips on the 800 row having been unavailable in 2018 (worth roughly 300,000 to the Ala Wai income line) and nearly a million dollars of<\/span><span lang=\"en-us\"><i> Rental of Land and Wharf<\/i><\/span><span lang=\"en-us\">\u00a0 that has disappeared from the FY 2017 and 2018 results.\u00a0 (See highlights in attached <a href=\"https:\/\/ksw.hjy.mybluehost.me\/HON-DESTINATION\/wp-content\/uploads\/2019\/02\/AlaWaiYearOverYearRevenue-1.pdf\">AlaWaiYearOverYearRevenue.pdf<\/a> for specifics.)<\/span><\/span><\/p>\n<p><span lang=\"en-us\" style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\">The inescapable conclusion is that the Ala Wai SBH is paying its way while every other harbor on Oahu is not.<\/span><\/p>\n<p><span style=\"font-family: trebuchet ms, geneva, sans-serif; font-size: 14pt;\"><span lang=\"en-us\">What happens to these excess revenues collected from the Ala Wai tenants year after year?\u00a0 Are they being used to subsidize the other harbors?\u00a0 They certainly don't appear to be being used in maintenance of<\/span><span lang=\"en-us\"><i> our<\/i><\/span><span lang=\"en-us\"> harbor.<\/span><\/span><\/p>\n<p dir=\"LTR\"><span lang=\"en-us\" style=\"font-family: trebuchet ms, geneva, sans-serif;
