{"id":6004,"date":"2019-06-25T19:23:21","date_gmt":"2019-06-25T19:23:21","guid":{"rendered":"http:\/\/hawaiioceannews.com\/?p=6004"},"modified":"2019-06-26T02:36:51","modified_gmt":"2019-06-26T02:36:51","slug":"senator-moriwaki-hawaii-has-no-time-for-subterfuge","status":"publish","type":"post","link":"https:\/\/hawaiioceannews.com\/index.php\/2019\/06\/25\/senator-moriwaki-hawaii-has-no-time-for-subterfuge\/","title":{"rendered":"An Open Letter to Senator Sharon Moriwaki:  Hawaii No Longer Has Time for Subterfuge"},"content":{"rendered":"<div id=\"pl-6004\"  class=\"panel-layout\" ><div id=\"pg-6004-0\"  class=\"panel-grid panel-has-style\" ><div style=\"padding: 0px 0; \" data-overlay=\"true\" data-overlay-color=\"#000000\" class=\"panel-row-style panel-row-style-for-6004-0\" ><div id=\"pgc-6004-0-0\"  class=\"panel-grid-cell\" ><div id=\"panel-6004-0-0-0\" class=\"so-panel widget widget_sow-headline panel-first-child\" data-index=\"0\" ><div style=\"text-align: left;\" data-title-color=\"#443f3f\" data-headings-color=\"#443f3f\" class=\"panel-widget-style panel-widget-style-for-6004-0-0-0\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-headline so-widget-sow-headline-default-68418d5014fc-6004\"\n\t\t\t\n\t\t><div class=\"sow-headline-container \">\n\t\t\t\t\t\t\t<h3 class=\"sow-headline\">\n\t\t\t\t\t\tAny Public Harbor \"Visioning\" Meeting is Gutless Without Credibility\t\t\t\t\t\t<\/h3>\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"decoration\">\n\t\t\t\t\t\t<div class=\"decoration-inside\"><\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n<\/div><\/div><\/div><div id=\"panel-6004-0-0-1\" class=\"so-panel widget widget_black-studio-tinymce widget_black_studio_tinymce panel-last-child\" data-index=\"1\" ><div style=\"text-align: left;\" data-title-color=\"#443f3f\" data-headings-color=\"#443f3f\" class=\"panel-widget-style panel-widget-style-for-6004-0-0-1\" ><div class=\"textwidget\"><p><em>Note to reader: there will be a \"visioning\" meeting that will be held on Monday, July 1, 2019 for the purpose of discussing the future of the Ala Wai Small Boat Harbor (AWSBH) and its surrounding properties.\u00a0 Please contact Senator Sharon Moriwaki for more details (senmoriwaki@capital.hawaii.gov).<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">Aloha Senator Moriwaki,<\/span><\/p>\n<p><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">In order to help maintain any semblance of credibility, sorely needed to make any \"visioning\" meeting productive, may we offer the following observations:<\/span><\/p>\n<ol>\n<li><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">Surely, anyone who has made the effort to attend this meeting is not stupid.\u00a0 Can we both agree on this?\u00a0 In any conversation where two or more stakeholders are participants, there will be superficial talk about a \"plan\" and then there will be an unspoken communication, just under the surface, about real intent -- real agenda. \u00a0 The only substantive conversation that any special interest stakeholders should have is the latter \u2013- the conversation about intent\/agenda.\u00a0 Why?\u00a0 Because it is uniquely this conversation that defines everything: the plan, the reasons for the plan, and the proportionate gain for each of the parties.\u00a0\u00a0 Therefore, we propose that this meeting should be about disclosing agenda -- true intent: why each of the interests want what they want.\u00a0<\/span><\/li>\n<\/ol>\n<p><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">Sound reasonable?<\/span><\/p>\n<ol start=\"2\">\n<li><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">Everyone sitting at the table of any \"visioning\" meeting should be fully apprised of the legal and historical background, and day-to-day community activity of any areas affected by a privatization proposal -- how the population will be impacted.\u00a0 For example: the AWSBH, a public harbor that is not funded by taxpayer dollars\u00a0 (a deliberately perpetuated deception to confuse the general public), has within it a vibrant community made up of Hawaii residents from all walks of life.\u00a0 Harbor tenants, liveaboard and recreational boaters, have deliberately chosen this lifestyle, this avenue of recreation, this community of association, because this is what suits them best. That those with money and power should decide whether another's lifestyle is \"acceptable\" -- should be bought up and made \"our way\" -- is an outrageously arrogant assumption in a free democracy.<br \/>\n<\/span><\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\"><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">Another misconception: liveaboards are a problem for the public harbor system.\u00a0\u00a0 Actually, if you contact the Honolulu Police Department, they will tell you that LEGAL liveaboards in the AWSBH are the eyes and ears of security for not only the harbor environs, but for the surrounding Hilton, Ilikai, and Prince Waikiki properties.\u00a0 Give them a call.\u00a0 Education is a wonderful thing, and we're proposing that the meeting should, in part, be dedicated to educating the participants, especially as regards to dispelling the demonizing myths about the tenants of public small boat harbors in the State of Hawaii.<\/span><\/p>\n<ol start=\"3\">\n<li><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">The meeting should be about solutions for the community as a whole and not just to find ways to shape a subterfuge to camouflage the true private self-interests of those at the corporation running the Hilton or the Waikiki Improvement Board.\u00a0\u00a0<\/span><\/li>\n<\/ol>\n<p style=\"padding-left: 40px;\"><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">For example, let's disclose the pure folly of privatizing a public asset in order to improve its management -- kind of like gassing an entire city to kill one mosquito.\u00a0 Public assets are, essentially, historical heirlooms that belong to the public -- under law and according to our cultural and moral tradition. \u00a0 If the AWSBH is having management problems -- and, clearly, it is -- then, rather than stealing this public asset from Hawaii's residents through privatization, why not find a way to bring in a professional management company, leaving the public asset public?\u00a0 Certainly, there is plenty of precedent for this.\u00a0 I think that we can all agree by now that DoBOR is inept.\u00a0 Operatives there have squandered hundreds of thousands of dollars from the Special Boating Fund, needed for management and upgrades, through bungling and mismanagement. <\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">The meeting should be centered around finding a hybrid solution: keeping public assets pubic with accountability to the State, while accommodating a truly professional management scenario.<\/span><\/p>\n<p><span style=\"font-size: 14pt; font-family: trebuchet ms, geneva, sans-serif;\">Visioning meetings are nothing without credibility, Senator Moriwaki.\u00a0 As we\u2019ve said, people who attend these meetings are not stupid people.\u00a0 Everyone has an agenda.\u00a0 Out the agendas first and the future will take its natural course in the best interests of everyone in our community.<\/span><\/p>\n<p><span style=\"font-size: 14pt;
