Rereading DoBOR\u2019s\u00a0 \u201cModernizing Ocean Recreation Management in Hawai`I,\u00a0 Strategic Action Plan\u201d, we couldn\u2019t help but notice that Ed Underwood found it necessary to publish his own performance assessment.\u00a0 \u201cWhen I assumed control over the Department of Land and Natural Resources\u2019 Division of Boating and Ocean Recreation (DOBOR) in 2007, I immediately made changes to improve its service and efficiency. At first the changes were incremental. In recent years the changes have grown in scope, influence, and impact to address statewide issues and needs. . .\u00a0 .\u201d \u00a0DOBOR-Strategic-Plan Underwood promoting himself<\/a><\/em><\/span><\/p>\n

\u00a0<\/em>In the \u201cPlan\u201d, DoBOR, the DLNR, and select legislators like Moriwaki, the Thielens, Dela Cruz, et al, are attempting to give themselves permission to take your public lands away from you and simultaneously convince you that to do so would be wonderful.<\/span><\/p>\n

On this particular version of Ed\u2019s report card, Mr. Underwood has chosen to give himself an A+ for his efforts.\u00a0 Unfortunately, there are few who have been affected by Mr. Underwood\u2019s decision making that would rally to and support his conclusions. We have written extensively on this subject here<\/a>, here<\/a>, and here<\/a>.<\/span><\/p>\n

To most \u2013 if not all -- Ed Underwood is a wonderful example of the personification -\u2013 an actual case history, if you will -- of the Peter Principal.\u00a0\u00a0 Harbor fiscals have been exacerbated disastrous in only a short time after he ascended to DoBOR\u2019s administrator position, and have been in free-fall ever since.\u00a0 There are numerous good reasons to suspect Underwood of illegal collusion, plenty of examples of his lying to, not only the public, but to legislators themselves<\/a>, and more than enough experiential evidence to suggest that his tenure at the helm of DoBOR has resulted in the dereliction of the state\u2019s public harbor system.\u00a0 All at the expense of Hawaii taxpayers.\u00a0 His performance has been so abysmal that some are openly wondering if he isn\u2019t, in fact, deliberately mismanaging the state\u2019s harbor system.<\/span><\/p>\n

So much for the good news.<\/span><\/p>\n

Over the past ten years, Ed Underwood has been openly participating in, and a prime mover of a \u201cPlan<\/a>\u201d to turn public lands and assets over to private wealthy interests who will convert the properties into playgrounds for the very wealthy, excluding their access to the average public.\u00a0<\/span><\/p>\n

Ed\u2019s indicated that he\u2019s had no problem with leasing off public lands.\u00a0 If he eventually succeeds at that, his job would become nothing more than clerical, and his yearly self-administered report card might actually start looking credible.\u00a0 As for the rest of us?\u00a0 We\u2019d be out of luck.\u00a0 Once access to public lands slips away, there will be no turning back.<\/span><\/p>\n

PUBLIC BEWARE:\u00a0 Watch carefully as Underwood, Case, some members of our legislature, and the governor himself, use the revenue shortfalls created by the pandemic crisis as an excuse to privatize our public lands.<\/strong><\/span><\/p>\n<\/div>\n<\/div><\/div><\/div><\/div><\/div><\/div><\/div>","protected":false},"excerpt":{"rendered":"
